Messrs. Burroughs Wellcome and Co. to the Marquess of Lansdowne,~(Received November 22.)

My Lord,

WE have the honour to acknowledge receipt of your favour of the 18th instant, and beg to state that the question upon which we desire information is one arising out of Article XI of the Treaty between the United Kingdom, and China of 1902.

Our representatives in the Far East find considerable difficulty and waste of time involved in securing permits for the importation of our goods, such as medical pocket cases containing hypodermic syringes and medicines (including morphia) for hypodermic injection, &c., and we are therefore desirous of ascertaining whether or not we can enter into a general bond to cover the Treaty ports of China, and thereby secure a general permit in connection with this matter.

Although we are informed that the Powers have not agreed to the imposition of Article XI, and that morphia is alleged to be still manufactured in China, contrary to the terms of the Treaty named, we are given to understand that Article XI is regarded as fully operative in all the Treaty ports.
